IT Specialist (Network)

This position is located in the Office of the Chief Information Officer (CIO), Information Management Technology Division at the Export Import Bank of the United States. The primary purpose of this position is to serve as the IT Specialist for the Information Technology (IT) Infrastructure Operations.

The Incumbent is responsible for analyzing customer requirements and managing the systems administration, optimization, operational requirements and maintenance associated with the various local area/wide area networks (LAN/WAN), wireless systems, and voice systems utilized by the bank. Manages customer IT requirements to meet operational, training, and readiness needs.

At the full performance level, duties include, but are not limited to:
  • Support the current LAN/WAN network environment and integration into future unified communications networking systems.
  • Knowledge in managing IT telecommunications capital planning and investment review processes and administer IT network and telecommunications equipment maintenance contracts and equipment inventory.
  • Plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures.
  • Document business need for IT network and telecommunication equipment purchases, prepares quotes and purchase requests for approved IT equipment.
  • Serve as subject matter expert in enterprise WAN circuit acquisition and deployment, and critical path evaluation to avoid single points of failure and electrical noise interference.
  • Serve as the COR for IT Networking, Mobile and Telecommunications Services contracts responsible for network engineering projects and the day-to-day operation and maintenance of the IT Network.
  • Provide telephony and videoconferencing administration and installation and troubleshooting and related voicemail services (Headquarters and Regional Offices phone bridges and video teleconferencing).
  • Provide technical support to customers and responsible for customer relationship building and problem resolution management. Researches, evaluates and provides feedback on problematic trends and patterns in customer support requirements.
  • Setup and support of VoIP desk phones, mobile devices and network devices and office collaboration software; ensure access controls for end user devices operations as per agency and federal government guidelines.
  • Monitors for security compliance in accordance with regulations, policies, and NIST standards
  • Ensures adherence to applicable Government regulations, policies, and standards for IT security and Privacy as defined in Bank policies and procedures.
  • Implement IT security operations procedures that are consistent with Government and Bank IT security policy.
  • Recommend, schedule, test, and validate deployment of patches, security updates, and other upgrades to network components, mobile devices and telecommunication equipment. Monitor provider's websites to ensure patches are tested and applied in a timely fashion.
