The Connecticut (CT) and Rhode Island (RI) Divisions are looking for the right candidate to fill a "shared resource" Right-of-Way Transportation Specialist position.

The selectee will serve as a Right-of-Way Specialist on Federal-aid projects for the CT and RI Division offices in accordance with Title 23. The Right-of-Way Specialist provides Federal-aid Highway Program and right-of-way (ROW) program support as a shared resource in accordance with the Uniform Relocation Assistance and Acquisitions Policies Act of 1970. The Right-of-Way functions encompass all phases of the Federal-aid transportation program from planning through completion of construction with a focus on how Right-of-Way affects each phase.

The incumbent provides advice and guidance to the CT and RI State Departments of Transportation in the establishment or revision of State ROW programs; in evaluating the adequacy and effectiveness of all Federal-aid, ROW, and related programs; and for recommending actions to correct inadequacies in various State procedures and practices. The incumbent is responsible for the policy, procedural and technical coordination, and interpretation with State and local personnel on the ROW program.

The Right-of-Way Specialist may also be assigned as the Outdoor Advertising Control program manager.

As a Right-of-Way Transportation Specialist, you will:

  • Provide expertise and assist in policy formulation, problem solving, development, promotion, and demonstration of state-of-the-art practices on a wide range of Transportation programs.
  • Conduct and participate in complex program reviews to evaluate and determine the extent of efficiency, effectiveness, and economy with which Transportation programs and administrative operations are carried out in conjunction with the agency’s mission and policies.
  • Develop plans, goals, and oversees the implementation of systems and procedural changes.
  • Serve as the point of contact for all Congressional, Headquarters, and other miscellaneous requests for information. Coordinate with appropriate staff to draft responses, reviews, finalizes and distributes correspondence.
  • Develop a wide range of methodologies to collect multitude of complex data/information. Track process improvements through critical metrics and adjusts processes as necessary to gain additional process improvements.
  • Provide expertise, training, and presentations to stakeholders in developing plans, goals, objectives for implementing deliverables for assigned Transportation programs.

The ideal candidate is a professional who functions independently and demonstrates leadership in team environments. The ideal candidate also has strong analytical, strategic planning, and communication skills. Experience in the oversight and analysis of transportation policy, programs or procedures is desirable.
